Freedom of Information request:
To assist the process can you please provide information as to why the CEO and or a Local Authority, in this case surrey CC has no responsibility of the actions, omissions, inactions or commissions of a school in its jurisidiction?
To be clear, related literacy teaching for C (not to be left just playing with his bus, FT education for C and inclusive education and play with his peers. ie
· As well as a stop to exclusion from FT education attendance now cut at two hrs.
· A stop to repeated physical handling by staff.
· A stop to being locked out of the school (see video sent to you).
· Full time education with support available as would be available or currently available for any child with a clear roadmap.
· A clear written account of the incident/s around his trouser in the toilet i.e., being full down while simply doing a wee and who goes with him to the toilet.

I owe my deepest apologies as the information shared with me suggested you had recently moved from overseas which I now see was incorrect. I am sorry if this was the cause of any confusion or offence.
In practical terms, the Council will continue to assess C for an EHCP. thank you for confirming you understand the process and timescales involved. If the timescale for a decision is exceeded please do let me know.
In the interim if you remain concerned that the School is not providing appropriate education for C you will need to follow the school's complaint process. The Council has no role within that. That said I have asked Berni in this team to ensure that the Area School's officer is fully aware of your concerns regarding the school's education provision. The Area Schools officer is best placed to liaise with the school.
